What's Next? Atlanta BeltLine Strategic Implementation Plan

The BeltLine Strategic Implementation Plan is a comprehensive strategic work plan providing an overarching execution strategy for the balance of the infrastructure and complimentary priorities in the Atlanta BeltLine program. The plan is important because it charts the course for completion of the BeltLine program, including trails, transit preparedness, parks, affordable housing, economic development, public art, historic preservation, and more, by the sunset of the BeltLine Tax Allocation District (TAD) – one of Atlanta BeltLine, Inc.’s significant funding sources – by the end of 2030. Atlanta BeltLine, Inc. hired Cincar Consulting Group, LLC (C2G) to update the plan with consistent consideration to equity and community benefits.

First developed and published in 2013, the Strategic Implementation Plan suggested project prioritization based on project readiness, equity in development and development impact, consistency with City goals, and available financial options. These prioritization criteria were vetted with the community through an extensive community engagement process. With the prioritization criteria, the plan projected funding that would be available through the BeltLine Tax Allocation District TAD and outlined how the infrastructure could be constructed over three time periods.

The plan was updated in 2024 and was adopted by Atlanta BeltLine, Inc.’s Board of Directors on May 8, 2024. The plan defines the remaining projects, their timing, sequencing, and economic scenarios, with consistent consideration to equity and community benefits, and provide a roadmap to completion by the end of 2030.

Turning Plans Into Action

The timeline below outlines the background and next steps for the Strategic Implementation Plan. Community engagement will continue and all meetings will be posted at beltline.org/meetings.

Spring

C2G presented a final report to the Atlanta BeltLine, Inc’s Board of Directors in a public board meeting on May 8. The Board of Directors voted to adopt the plan at their meeting on May 8.

May

C2G presented a draft report for review by the public. A hybrid meeting – with a virtual and two in-person options – took place on June 1.

April

A survey was conducted as an additional avenue for people to give feedback.

March

The Atlanta BeltLine and C2G hosted a series of listening sessions to receive input from the community. An in-person open house session was held on March 4 and three virtual sessions took place on March 3, 7, and 9.

December

Kicked off the process of updating the plan with a Citywide Conversation to present the background and the timeline for moving forward (download the presentation here and view the meeting recording here).

July

Atlanta BeltLine, Inc. hired Cincar Consulting Group, LLC (C2G) to update the Strategic Implementation Plan with community input.

December

Published the supplemental Integrated Action Plan.

December

Atlanta BeltLine, Inc.’s Board of Directors adopted the 2030 Strategic Implementation Plan.
