Overview

Business Façade pARTnership Grant Program

A Win-Win For Businesses and Artists

The Atlanta BeltLine, Inc. (ABI) Business Façade pARTnership Grant partners local artists and maker professionals with the local business community to complete capital improvements to the façade of a business site. The program is designed to catalyze business growth within the BeltLine Tax Allocation District (TAD) that spans the 22-mile BeltLine corridor.

Business Façade pARTnership Grant Program Objectives

  1. Stimulate growth of business through capital improvements
  2. Provide work opportunities for Atlanta’s artist and maker community through the implementation of the transformative designs they create
  3. Catalyze revitalization of commercial districts within the TAD while showcasing a business’s proximity to the Atlanta BeltLine and attracting new tenants, investment, and customers to the district

How the Program Works

Phase 1: Call For Businesses

The Business Façade pARTnership Grant program will open a call for businesses to submit an application to participate in the 2020-2021 program. Interested businesses located within the Atlanta BeltLine TAD will submit an application outlining their façade improvement needs. A panel comprised of subject-matter experts from ABI will review applications using established standards and criteria and select three to four businesses to participate in the 2020 program.

Grants will vary depending on the cost to implement the capital improvement design selected and approved during the process but will not exceed $40,000 per business site. A 5% match will be required by the business participant prior to the implementation of the façade improvement and will be nonrefundable.

Phase 2: Call For Artist Partners & Makers

The Business Façade pARTnership Grant program provides local artists and maker professionals with work opportunities that help support the revitalization of commercial districts.

Once business participants have been selected, a call for artists, featuring the façade improvement project opportunities, will be announced. Artists will be invited to submit proposals that showcase the business’ proximity to the BeltLine by providing a new BeltLine-facing façade, implement a COVID-related adaptation to the storefront, or other façade improvement that will help attract new customers, tenants, and investment to the commercial district. Artist proposals will be reviewed by subject-matter experts from ABI and receive input from the corresponding business participant.

Artist partners will be selected based on the artist proposal’s ability to meet the needs of the business’ request and ABI’s stated objectives, including the design’s durability/longevity and visual impact. “Improvement was made possible by Atlanta BeltLine, Inc.” will be incorporated into the design.

Phase 3: Façade Improvement

Once artists are selected, ABI will work with the business owner to finalize a project agreement.  A kick-off meeting will then be scheduled between the business owner, the artist partner, and ABI staff from Economic Development to discuss the implementation and construction schedule. The business participant fee of 5% will be generated based on the selected design budget and is nonrefundable. The grant is paid directly to the artist partner by ABI.

Grant Amount and Business Participant Match
Business Participant Applicants may apply for grant funding up to $40,000 for the design and implementation of a façade improvement by a selected artist partner. A 5% match (up to $2,000), will be required by the business participant prior to the implementation of the façade improvement and will be nonrefundable.

Eligibility
Any existing business located in the Atlanta BeltLine Tax Allocation District (TAD) is eligible to apply. If the applicant is a commercial tenant, they must provide proof of approval by the property owner,  along with a copy of the lease, which must be for at least three years. If the applicant is an owner-occupied business, the business owner must affirm that in the attached form and provide a deed or contract for documentation. The property must be up to date on all property taxes and other fees. Participation is subject to a review of existing conditions, and if not considered structurally sound will not be selected for the program.

Applicant Scoring Criteria
Atlanta BeltLine, Inc. will select three to four business participant applications for the 2020-2021 program. Business applicants will be evaluated by a committee consisting of subject-matter experts from ABI’s economic development, real estate, and community engagement departments. Business participant applications will be scored based on potential impact to stimulate growth of business through capital improvements and catalyze revitalization of commercial districts within the TAD.

Added consideration will be given based on the following criteria: structural viability of the site, visibility of the site to the corridor or intersecting commercial districts within the TAD, business/corridor investment need or distress (located in an Urban Enterprise, Less Developed Census Tract, New Market Tax Credit eligible census tracts, or Opportunity Zones), and locally owned/neighborhood owned businesses, among others.

Selected Businesses

Art Partners: Once business participants have been selected, a call for artists featuring the façade improvement project opportunities will be opened. Artists will be invited to submit proposals that showcase the business’ proximity to the BeltLine by providing a new BeltLine-facing façade, implement a COVID-related adaptation to the storefront, or other façade improvement that will help attract new customers, tenants, and investment to the commercial district. Artist proposals will consist of:

  • an overview of the proposed capital improvement (including materials to be used and how it meets the needs of the business participant and ABI’s stated objectives),
  • a rough design sketch, and
  • a project budget for each quote.

The proposals will be reviewed by subject-matter experts from ABI’s arts and culture, economic development and  design and construction departments, with input from the corresponding business participant.  ABI will select artist partners based on the artist proposal’s ability to meet the needs of the business’ request and ABI’s stated objectives, including the design’s durability/longevity and visual impact.  “Improvement was made possible by Atlanta BeltLine, Inc.” will be incorporated into the design and the use of the design as a wayfinding component is greatly encouraged.

Once artists are selected, they will work directly with the business owner and ABI to finalize a project agreement.  A kick-off meeting is then scheduled between the business owner and the artist partner with ABI economic development staff to discuss the implementation and construction schedule. The business participant fee of 5% will be generated based on the selected design budget and is nonrefundable. The grant will be paid directly to the artist partner by ABI.

Submission Process

The Business Façade pARTnership Grant Open Call for Proposals will feature the façade improvement project opportunities of the four selected Business Participants. Artist partners are invited to submit proposals that showcase the business’ proximity to the BeltLine by providing a new BeltLine-facing façade, implement a COVID-related adaptation to the storefront, or other façade improvement that will help attract new customers, tenants, and investment to the commercial district.

Carefully considering the stated objectives of the program and the business site’s desired improvements, each artist proposal should consist of:

  • one general information form and biographical information for the principal team members
  • a project proposal quote submission for the project site for which they would like to be considered [1] that will include:
    • an overview of the proposed improvement (including materials to be used and how it meets the needs of the business participant)
    • a budget
    • a timeline, and
    • a design sketch with dimensions and scale.

[1] Artist partners will only be selected for one project site but are eligible to submit proposals for any of the business façade improvement project sites. Artist partners are encouraged to submit quotes for multiple sites.

Grant Amount

Artists partners can submit proposals to be considered for grant funding of up to $40,000 per façade improvement project.  Amounts to be awarded will vary by project and be negotiable.  The amount granted towards the improvement will be determined based on the final design and budget submitted, pending review. The grant will be paid directly to the artist partners by ABI.

Eligibility and Program Requirements

Projects should be well-planned, feasible, and adequately address the needs of the business participant.  Proposed materials/design should be durable and require minimal maintenance in an outdoor setting.  All construction and installation methods must meet or exceed industry standards and be safe for public interaction.  Completed projects are expected to remain intact for at least 5 years.  All improvements must be suitable for all ages and audiences and be designed to improve the aesthetic of the business façade. Artist partners must credit ABI by incorporating, “Improvement made possible by Atlanta BeltLine, Inc.” into the final design.

Artist Partner Submissions (General Info Application Form and Project Scope Quotes) are due on Thursday, February 11, 2021 by 11:59 PM by e-mail to business@atlbeltline.org. Given the restrictions to our ability to conduct business as “normal” due to the COVID-19 crisis, all proposal submissions will be accepted in digital format only.  Submissions will not be accepted after the deadline.

Artist Selection

The proposals will be reviewed by subject-matter experts from ABI’s arts and culture, economic development, design and construction, and community engagement departments, with input from the corresponding business participant.

ABI will select artist partners based on specific criteria, including the artist proposal’s ability to meet the needs of the business, artistic merit/quality, feasibility, durability/sustainability, ability to create a major impact within the business district and show its proximity to the BeltLine, artist partner’s collaboration experience, and creativity.  Added consideration will be given to artists from the neighborhoods where the business participants are located and the improvement’s potential for increasing foot traffic and/or sales for the business participant.
